Tory leader Michael Howard wants to give addicts the choice between prison and forced rehabilitation, giving police authorities the power to send subjects directly into rehabilitation without a court mandate.

He would also re-classify cannabis as a Class-B drug (since 29th of January 2004, cannabis is classified as class-C drug, like tranquillisers and anabolics(1))
